	Please vote Yes or No on the following 5 Proposals.  Owners have until 1 PM Eastern on May 7 to post their votes.  If you have any questions, send me a e-mail. Proposal 1: Remove "Players from teams involved in any Thursday night games cannot be picked up during free agency that week" from the current rules. Proposal 2: Change current defensive scoring from Each fumble recovery = 1 point Each interception = 3 points to Each fumble recovery = 2 points Each interception = 2 points Proposal 3: Add "5 points for every field goal 50 yards and over" to the rules. Proposal 4: Add "-1 point for missed field goal 0-29" to the rules Proposal 5: Replace para. 7, 7A; 7B reference Starting Lineups in the rules to: "A. Each owner must make every effort to submit a complete starting lineup each week of active players.  An owner must ensure they make the necessary transactions during the week to ensure that their lineups meet these requirements.   This rule is in place to allow the Commissioner to act if it appears that an owner is not participating actively in the league or attempting to throw games "on the sly" which are both situations that would place an owner in jeopardy of possible expulsion from the league. The Commissioner will thoroughly review the situation if an owner submits a lineup two weeks in a row with a player (s) on bye.  The Commissioner will use his discretion concerning addressing the owner/situation.  B. Owners need to submit valid starting lineups each week and beware of submitting bogus lineups in order to try to throw games which will also put owners in jeopardy of possible expulsion.  C. All lineups may be submitted on the league web site.  Players must be submitted as part of your line-up before kickoff of that respective player's game.  If an owner cannot access the site, he can submit his lineup or lineup change(s) via e-mail prior to the deadline.  The e-mail must be received by the Commish and his opponent prior to the deadline.  The Commish will input the lineup or change as soon as possible. D. Be aware of the special NFL weeks where games begin on Thursday, Saturday etc, i.e. Thanksgiving Day and later in the season.  Players you want included in your lineup must be submitted by the start of their respective game time but other players to complete your starting lineup can be included later as that NFL week progresses as long as you have inputted a valid and complete starting lineup before the last game of the NFL week is played." 	NO YES NO NO   NO -- What if the team only has 1 TE, and the TE is on bye?  What could be done about it?  "The Commissioner will use his discretion concerning addressing the owner/situation" is pretty ambiguous.   YES   YES -- Potential "langauge" issue: If I don't open an email, did I receive it?    YES

	Proposal 5 is all encompassing, meaning we're not voting on A, B, C, etc. separately.  I edited part A. because it doesn't meet my original intent.  But IMO something has to be done because last season owners were submitting lineups with players on bye for several weeks in a row.
